Console window always hides itself (Mac)

Since v11, any time I go to the Console app (whether by clicking the app icon in the dock or the cmd-tab shortcut) the actual Console window is hidden. The only way to get it in front is to go to menubar UA icon and click the Console option.

Anyone else experiencing this?
