Quad 2 device won't connect to new PC - thunderbolt to thunderbolt 3

Trying to use my old quad 2 on a Dell XPS 8950. I'm using thunderbolt 1 to a startech thunderbolt 3 adapter to my PC. Tried resetting device and reinstalling software. I'm at a loss.
