Sound City Plugin acting strange after I open the song back up from a previous save

I purchased the new sound city studios plugin. I have a xeon Pro 2019 running persons studio one vst. When I add the program to the vocal verb buss...it sounds amazing. Bounce the track it sounds great. Save as a new version of the song...close the program, come back the next day open the song again, and the vocals are now about a tenth of the volume lower, and the whole mix sounds muffled. I try to bypass the plugin, look to make sure volumes didn't lower, plugins turned off, fader volume lowered etc. Decide to remove the plugin from the buss but that doesn't not fix it.

So I restored the previous mix without the plugin, and everything sounds normal again. I tried to replicate this issue on another song and the same problem happened. I tried the first song again, worked great, bounced it, saved it, closed presonus, opened presonus and opened the song again...same problem. The bounces sound good. I have never experienced this with UAD or any other plugin.

I did try to bypass the plugin (didn't matter).

it turns out I installed the new uad 11 drivers at the same time I bought sound city (thinking sound city was both native and uad). When I booted off my backup drive ( which is a year older or I would just run it as my main boot drive. There is hours and hours of new software uploads if I have to go that route ) I can install the new 11 open the song and it works fine. So the corrupted install of uad 11 on my main drive seems to be the problem. I can’t uninstall 11 (the uninstaller does nothing when I click uninstall) and when I try to install 11 again I still get a install error. So I am hoping there is a manual uninstall I can do.
