I can see where the cable would save buying another piece of gear to do the filtering but why would you want to "fix" the SC frequency?

It's an analog cable. The filter is built-in so it's not adjustable. It's a simple passive filter.

Same reason analog EQs don't have adjustable slope of filters. It's not easy to implement, so you find a freq that works for most things and you get onto making records.
