Unable to transfer Plugins

I bought a TWIN MK2 from my friend and he is unable to transfer all the plugins. He seems to have followed the transfer process completely and yet hasn't been able to transfer. So, i gave him back the device along with my ilok credentials just so that he could switch back and forth logging into accounts to ensure that he figures out a way to do it, but he still can't seem to. All the plugins are reflecting in his ilok and can't seem to transfer into mine. What could be happening? How do we resolve this?
