create another user account give it administrator rights.
download UA connect (you should find that it will install ok)

change back to you normal account

the first thing you need to do is
1. search for UA connect right click on it open file location this will take you to the short cut
2. right click on the shortcut and again open file location this will take you to the UAconnect.exe
3. right click on that choose "comparability" and tick the box that says "run as administrator for all users"
4 do the same for LUNA.
this should enable it to run

I turns out that the programmers are that used to working with Mac's
that when installing it
they have set it to be profile driven (meaning the norm in windows is that when you install software it is installed for all users of the pc, but they have set it so it is for the user that installed it only

I had the same problem., then I did the installation process with AVG Antivirus disabled and voila! it worked fine.
Problem solved.
